The Bill, submitted by the President of Ukraine, (Reg. No. 1319) "determines official attitude of State to the fighters for Ukrainian independence in the 20s-90s of the XX century".

Pursuant to the Bill, "the participants in political, guerilla, underground and military activities for the independence of Ukraine in 20s 90s of the XX century as part of the Ukrainian Military Organization (UVO), Karpathian Sich, Organization of Ukrainian Nationalists (OUN), Ukrainian Insurgent Army (UPA), Ukrainian Main Liberation Army (UHVR) as well as those who assisted the members of these organizations qualify for the status of fighters for Ukrainian independence in the 20s-90s of the XX century".

The author also proposes that the persons who conducted activity aimed at Ukrainian independence within other organizations or individually be qualified for the status of fighters for Ukrainian independence. The list of such organizations and types of individual activity aimed at Ukrainian independence is to be approved by the Cabinet of Ministers of Ukraine.

The Bill envisages that "the State secures social protection of the fighters for Ukrainian independence. The local self-government bodies can render pecuniary and other aid for the local budget funds to the fighters for Ukrainian independence".     

The Committee members emphasized that the said Bill introduces a reasonable approach to establishment of State social safeguards rendered to the fighters for Ukrainian independence. The Cabinet of Ministers of Ukraine is commissioned to settle the issue. Thus, the Cabinet of Ministers is to submit relevant proposals for the parliamentary consideration within sixth months since the Law comes into effect. Inter alia, the said proposals should relate to amendments to other Laws of Ukraine that ensue from the Law "On the Legal Status of Fighters for Ukrainian Independence in the 20s-90s of the XX century". Thereafter, it will become possible to present minute economic substantiation of the rate of State social safeguards and to elaborate mechanism for their financial provision from the State Budget of Ukraine.
